Abstract
Problem Statement and Literature Review
In recent decades, the Islamic world has faced complex and multidimensional challenges in religious, ethnic, cultural, and political spheres. These challenges have contributed to increasing fragmentation among Muslim societies and have posed serious obstacles to the realization of Islamic unity. Historical sectarian divisions, geopolitical rivalries among regional powers, and divisive policies pursued by dominant global actors have collectively weakened solidarity and mutual trust among Muslim nations. Consequently, Islamic unity has evolved from a distant ideal into a strategic necessity for preserving the identity, independence, and security of the Islamic world.
Experience suggests that achieving unity in the Islamic world cannot be accomplished solely through political or military approaches. Rather, it requires cultural, intellectual, and ideological foundations capable of emphasizing shared values and transforming differences into dialogue and mutual understanding. In this regard, the Holy Qur’an, as the central and common source of belief, culture, and civilization among Muslims, possesses a unique capacity to foster unity and convergence. Harnessing this capacity within international cultural engagement can serve as an effective mechanism for reconstructing a collective Islamic identity.
Since the establishment of the Islamic Republic of Iran in 1979, the country has sought to institutionalize Qur’anic teachings in its foreign policy and employ them as a key component of its soft power strategy. Within this framework, the concept of Qur’anic diplomacy has emerged as a distinct branch of cultural diplomacy. Qur’anic diplomacy refers to a form of international engagement grounded in the universal message of the Qur’an, emphasizing unity, justice, peace, and dialogue, and aiming to establish constructive relations among Muslim nations. A review of the literature indicates that most existing studies have focused on general aspects of cultural diplomacy, revolutionary diplomacy, or public diplomacy, whereas the specific concept of Qur’anic diplomacy and its practical role in achieving Islamic unity have not been systematically examined. Previous research has largely adopted theoretical or discursive approaches and has insufficiently addressed the operational mechanisms or empirical impacts of Qur’anic diplomacy. Therefore, a clear research gap exists, which this study seeks to address.
Research Objective
The main objective of this study is to analyze and explain the role and functions of Qur’anic diplomacy of the Islamic Republic of Iran in achieving Islamic unity. The research seeks to identify the key components, mechanisms, and strategies that shape Qur’anic diplomacy and to evaluate its effectiveness in fostering convergence among Muslim societies. Additionally, the study aims to propose an applied model for utilizing Qur’anic capacities within cultural diplomacy to strengthen unity in the Islamic world.
Methodology
This research adopts a qualitative approach and is classified as a descriptive-analytical study with an exploratory orientation. Qualitative research is particularly suitable for gaining an in-depth understanding of complex social phenomena, especially in areas where limited prior research exists. Data collection was conducted through both library research and fieldwork. Field data were gathered using semi-structured interviews, which allow for purposeful and flexible interaction between the researcher and participants. A total of seven interviews were conducted with experts in Qur’anic diplomacy, internationally recognized Qur’an reciters, and cultural attachés of the Islamic Republic of Iran. The collected data were analyzed using thematic analysis. This method enables the systematic identification, categorization, and interpretation of patterns within qualitative data. Through coding and analysis, key themes and relationships were extracted to explain the role of Qur’anic diplomacy in promoting Islamic unity.
Findings
The findings indicate that Qur’anic diplomacy plays a significant and multidimensional role in promoting Islamic unity. The central theme identified in the analysis is the realization of Islamic unity, which serves as the primary objective of Qur’anic diplomatic efforts. One of the most important factors is reliance on a shared foundation among Muslims, namely the Holy Qur’an. As a universally respected source across all Islamic sects, the Qur’an provides a common platform that facilitates communication, reduces tensions, and strengthens mutual understanding among Muslim societies. Another key finding is the relatively low level of sensitivity associated with Qur’anic diplomacy compared to other forms of diplomacy. Because it is rooted in spiritual and cultural values rather than political agendas, it encounters less resistance and is more readily accepted by diverse audiences. This feature enhances its effectiveness in fostering interaction and cooperation. The study also highlights the strong emotional and spiritual impact of Qur’anic recitation on audiences. The unique aesthetic and spiritual qualities of Qur’anic recitation create deep emotional connections, fostering a sense of unity and shared identity among listeners. This high level of influence makes Qur’anic diplomacy more effective than many conventional diplomatic tools. In addition, the introduction of Islamic-Iranian culture is identified as an important contextual factor. Through Qur’anic diplomacy, the Islamic Republic of Iran presents its cultural and civilizational values—such as ethics, spirituality, hospitality, and artistic heritage—to other Muslim societies, thereby enhancing its cultural attractiveness and strengthening its soft power.
Finally, the findings indicate that Qur’anic diplomacy contributes to neutralizing extremist and divisive movements. Promoting authentic Qur’anic teachings centered on unity, justice, and moderation, it helps counteract sectarian narratives and reduce divisions within the Islamic world.
Conclusion
The results of this study demonstrate that Qur’anic diplomacy represents an effective cultural strategy for promoting Islamic unity. By emphasizing the shared religious foundation of Muslims, it provides a robust framework for dialogue, mutual understanding, and convergence among Islamic nations. The study shows that Qur’anic diplomacy operates through a coherent mechanism: it begins with reliance on a shared foundation, utilizes its advantages—such as low sensitivity and strong emotional impact—and leads to outcomes such as reducing extremist influence and strengthening cultural ties.
In this process, the promotion of Islamic-Iranian culture further enhances the conditions for unity and cooperation. In conclusion, Qur’anic diplomacy not only strengthens the collective identity of the Islamic community but also enhances the soft power and international position of the Islamic Republic of Iran. It creates new opportunities for fostering solidarity among Muslim societies and contributes to achieving broader foreign policy objectives. Therefore, Qur’anic diplomacy can be considered a practical and indigenous model for cultural diplomacy in the Islamic world, offering an effective pathway for overcoming divisions, rebuilding trust, and advancing Islamic unity in the contemporary international system.
