چکیده
عملیات طوفان الاقصی در 7 اکتبر 2023 نقطه عطفی در تحولات غرب آسیا بود و سرآغازی برای تعاملات دیپلماتیک و رویارویی های نظامی برای شکل دادن نظم امنیتی خاورمیانه گردید. هدف این پژوهش، بررسی تأثیر این عملیات بر نظم امنیتی خاورمیانه است. سؤال اصلی پژوهش این است که عملیات طوفان الاقصی چه تاثیراتی بر نظم امنیتی خاورمیانه گذاشته است؟ فرضیه پژوهش این است که طوفان الاقصی موازنه قدرت در خاورمیانه را برای کوتاه مدت به نفع محور مقاومت تغییر داد و زمینه را برای شکل گیری یک نظم امنیتی جدید فراهم ساخت. برای انجام پژوهش حاضر از رویکرد توصیفی-تحلیلی استفاده شد و داده‌ها به روش کتابخانه‌ای و اینترنت‌محور گرداوری گردیدند. یافته‌ها نشان می‌دهد عملیات طوفان‌الاقصی به‌عنوان یک «شوک سیستمی»، روند زوال نظم دوقطبی پیشین (ایران و محور مقاومت در برابر اسرائیل و متحدان غربی-عربی) را تسریع کرده و به ظهور نظمی چندقطبی، سیال و به‌شدت ناپایدار انجامیده است که در آن چهار قطب اصلی قدرت (ایران، ترکیه، عربستان سعودی و اسرائیل) در تلاش برای بازتعریف قواعد و مرزهای امنیتی منطقه هستند. ماحصل این تعاملات دیپلماتیک و رویارویی‌های نظامی سقوط دولت بشار اسد و تضعیف حماس و حزب‌الله لبنان و ظهور ایران قوی (پس از دو جنگ تحمیلی) برای شکل دادن نظم امنیتی جدید در خلیج فارس بوده است. برای مقابله با این نظم جدید، بازیگران عرب و اسرائیل با پیگیری ائتلاف‌های سیاسی-نظامی، سیاست احاله مسوولیت و دنباله-روی می‌کوشند موازنه قدرت را به نفع خود تغییر دهند. تغییری که مستلزم گذر زمان و کسب حمایت قدرتهای بزرگ خواهد بود.

Introduction
The Middle East has historically functioned as one of the most complex and volatile geopolitical arenas, persistently characterized by identity-based conflicts, ideological rivalries, proxy warfare, and intense power competition. Between 2020 and 2023, a narrative of relative stability emerged across the region, symbolized by the Abraham Accords (2020–2021), which normalized Israel’s relations with several Arab states, and the China-brokered Iran–Saudi Arabia agreement in March 2023. Even senior American officials assessed that the Middle East was calmer than at any point in the previous two decades. This narrative was dramatically shattered on October 7, 2023, when Hamas launched “Operation Al-Aqsa Storm”—a coordinated military assault on Israeli territory that resulted in over 1,139 deaths and approximately 250 hostages. This event functioned as a systemic shock that fundamentally challenged prevailing security assumptions, triggering a chain reaction of military, diplomatic, and security responses across West Asia. Scholars have regarded it as the most significant geopolitical transformation since the 1979 Islamic Revolution or even the October 1973 War.
Research Objectives
This research examines the impact of this operation on the Middle Eastern security order. The main research question is: What effects has Operation Al-Aqsa Flood had on the Middle Eastern security order? The hypothesis posits that the operation temporarily shifted the balance of power in favor of the Axis of Resistance while laying the groundwork for a new security order.

Research Methodology
This study employs a “descriptive-analytical approach,” combining systematic documentation of empirical realities with theoretical interpretation through balance of power theory. Data collection was conducted through “library-based and internet-oriented methods,” including a systematic review of academic books, peer-reviewed journal articles, conference proceedings, official government statements, international organization reports, think tank publications, and credible news media from October 2023 through mid-2026.
Research Findings
The research findings reveal a comprehensive transformation of the Middle Eastern security order, characterized by shifting power dynamics, evolving alliance patterns, strategic setbacks and gains for various actors, and the emergence of a multipolar yet unstable configuration. These findings are organized across several analytical dimensions.
1. The October 7 Attack and Immediate Systemic Shock
Operation Al-Aqsa Storm involved coordinated ground, sea, and air infiltration through tunnels, paragliders, and armored vehicles, exposing fundamental weaknesses in Israel’s intelligence and surveillance systems. Factors enabling the attack included Gaza’s prolonged blockade, which created desperation; Iranian support through weapons and training; the mobilizing force of resistance discourse; and Israeli over-reliance on technological security solutions.
2. Shifts in the Balance of Power
Israel’s response- characterized by extreme violence, the destruction of Gaza’s infrastructure, and the systematic dismantling of Hamas’s military structure—was supported militarily and diplomatically by the United States. The assassination of Hamas leaders (Haniyeh, Sinwar, and al-Arouri) and Hezbollah’s leadership (Nasrallah) significantly degraded the Resistance Axis. Iran directly attacked Israeli territory for the first time in April 2024 (“Operation True Promise 1”), followed by two Israeli wars against Iran in June 2025 and February 2026. Despite expectations, these wars failed to destabilize Iran; instead, Iran demonstrated its missile capabilities, gained control over the Strait of Hormuz, and launched strikes against Kuwait, Bahrain, and the UAE, exposing Arab vulnerability.
3. Transformation of Alliance Patterns
Contrary to predictions, the Abraham Accords were not derailed. Arab states’ priorities shifted from the Palestinian issue toward containing Iran. By late 2025, Israel’s trade with Gulf states had grown by over 65 percent compared to 2022. Secret gas transfer agreements via Saudi Arabia were revived. During Israel’s wars against Iran, Persian Gulf states provided unprecedented intelligence and military support to Israel, representing the most significant Arab-Israeli security coordination since Israel’s establishment.
4. Collapse of the Syrian Government

The fall of Bashar al-Assad’s government in December 2024—due to Hezbollah’s depletion, Iran’s inability to provide support, and intensified Turkish-Arab pressure—eliminated Iran’s strategic depth, opened Syrian airspace to Israeli warplanes, and consolidated Turkish gains in northern Syria.
5. Axis of Resistance: Weakened but Not Destroyed
Hamas suffered catastrophic losses, with 19 of its 24 senior commanders assassinated, and was excluded from Gaza’s political management. Hezbollah faced unprecedented security breaches, retreated beyond the Litani River, and experienced political isolation. However, resistance discourse transcends specific individuals or countries; wherever injustice exists, it finds fertile ground for regeneration. Hezbollah retains significant firepower, the Houthis continue to pose challenges, and Iran’s missile capabilities fundamentally reshape threat perceptions.
6. Emergence of a Multipolar Order
Four main power poles have emerged: “Iran” (with the Resistance Axis), “Turkey” (neo-Ottoman strategy), “Saudi Arabia” (Salafi-Arab coalition), and “Israel” (with American support). None can impose hegemony, resulting in a precarious, fluid equilibrium characterized by intense multipolar competition, volatile alliances, asymmetric capabilities, persistent non-state actor influence, and continued extra-regional power engagement.
7. Behavioral Patterns
Arab states predominantly exhibit “bandwagoning” (aligning with American and Israeli strategies due to limited capacity for independent balancing) and “buck-passing” (delegating confrontation with Iran to Israel and the United States while providing diplomatic and financial support, avoiding direct military engagement, and avoiding condemnation of Israeli actions). This strategy allows them to pursue the containment of Iran while avoiding direct costs.
Conclusion
The October 7, 2023 attack represents a watershed moment in Middle Eastern history that has fundamentally altered the region’s security architecture, confirming the research hypothesis that Operation Al-Aqsa Storm functioned as a systemic shock, accelerating the decline of the previous bipolar order and facilitating the emergence of a new, multipolar, and intensely unstable configuration. The findings demonstrate that the attack directly led to the most significant Israeli military campaigns since 1973, the first direct Iran-Israel military confrontations, the collapse of Syria’s government, the major degradation of non-state resistance forces, and the acceleration of Arab-Israeli security cooperation. While Israel gained strategic advantages and the Axis of Resistance suffered severe setbacks—including the assassination of key leaders, the destruction of military infrastructure, and the loss of the Syrian ally—Iran’s direct military capabilities and strategic resilience prevented a complete Israeli victory, maintaining the regional balance in a state of fluid disequilibrium.
The emerging multipolar configuration features four main power poles—Iran, Turkey, Saudi Arabia, and Israel—none of which can achieve regional hegemony, resulting in a precarious and fluid equilibrium that keeps the region on the brink between war and peace, order and chaos. This multipolar competition, with its zero-sum dynamics, increases the probability of miscalculation, escalation, and conflict, while economic interdependence creates mutual vulnerability but also potential for cooperation. External powers—the United States, China, and Russia—exercise considerable influence, but their diverging interests complicate conflict resolution and may prolong regional instability. Non-state actors, though weakened, remain significant due to their proven resilience, adaptive capacity, and ability to exploit state vulnerabilities. The new security order has not fully taken shape and remains in a transitional phase characterized by intense competition between the two main camps, although the balance of power has shifted significantly in favor of Israel and the United States. Looking forward, a stable equilibrium appears unlikely due to the ideological character of the Iran-Israel conflict, the zero-sum mentality of key actors, and the absence of effective conflict resolution mechanisms. Hegemonic emergence by any single power appears improbable, given the significant capabilities of multiple actors and their determination to prevent domination by any rival. The most probable scenarios are bandwagoning and buck-passing, with Arab states continuing to align with American and Israeli strategies while delegating the costs of confronting Iran and the Resistance Axis to others. The ultimate configuration of the new security order will depend on several critical factors: the political will and strategic choices of regional actors; the nature and trajectory of future coalition formation; the role, strategies, and commitments of great powers; the resilience and adaptability of the Axis of Resistance; the success or failure of diplomatic initiatives; and the resolution or perpetuation of the Israeli-Palestinian conflict.
