حکمرانی الگوریتمی: تاثیر هوش مصنوعی بر دیپلماسی و روابط بین‌الملل

چکیده
ادغام سریع فناوری‌های هوش مصنوعی در نهادهای دولتی و دیپلماتیک، یکی از مهم‌ترین تحولات ساختاری در روابط بین‌الملل از زمان ظهور سلاح‌های هسته‌ای به شمار می‌رود. با وجود گسترش شتابان به‌کارگیری هوش مصنوعی در وزارتخانه‌های امورخارجه، سازمان‌های اطلاعاتی، نهادهای چندجانبه و ساختارهای دفاعی، رشته روابط بین‌الملل هنوز نتوانسته است تبیینی نظری، یکپارچه و مبتنی بر شواهد تجربی از چگونگی بازسازی منطق بنیادی و رویه‌های حکمرانی به‌وسیله هوش مصنوعی ارائه کند. این مقاله با توسعه یک چارچوب تحلیلی نظری مبتنی بر نظریه واقع‌گرایانه گذار قدرت، نهادگرایی لیبرال و سازه‌انگاری، تأثیر تحول‌آفرین هوش مصنوعی را در پنج حوزه اصلی بررسی می‌کند. مقاله با بهره‌گیری از مطالعه تطبیقی ساختاریافته موردی و ردیابی فرایندی، یک تحول سه‌گانه را شناسایی می‌کند: نخست، هوش مصنوعی به‌صورت نظام‌مند عدم ‌تقارن‌های اطلاعاتی میان دولت‌های برخوردار و غیر برخوردار از فناوری پیشرفته را تشدید می‌کند؛ دوم، عاملیت دیپلماتیک را از طریق توزیع ارزیابی‌های مرتبط با تصمیم‌گیری میان مجموعه‌های انسان-ماشین بازپیکربندی می‌کند و به شکل‌گیری نواقص جدید در پاسخگویی می‌انجامد؛ و سوم، شکاف‌های حکمرانی ایجاد می‌کند که نهادهای بین‌المللی موجود از نظر ساختاری برای مواجهه با آن‌ها آمادگی ندارند. نفوذ هوش مصنوعی در نهادهای دیپلماتیک، خطری ساختاری را که تاکنون کمتر مورد توجه قرار گرفته است، ایجاد می‌کند: بدین معنا که فرایند تأملی و بینا ذهنی که از طریق آن بازیگران دیپلماتیک فهم مشترک خود را شکل می‌دهند، بازنگری می‌کنند و به ارتباط می‌گذارند را از میان می‌برد. مقاله در پایان، چارچوبی سیاستی شامل مأموریت‌های حکمرانی نهادی برای وزارتخانه‌های امورخارجه، پیشنهاد ایجاد یک «مجمع دائمی حکمرانی بین‌المللی هوش مصنوعی»، پروتکل‌های حفاظت از فرایند رایزنی در مدیریت بحران و مسیرهایی برای مشارکت کشورهای درحال‌توسعه در معماری حکمرانی هوش مصنوعی ارائه می‌کند.

Algorithmic Statecraft: The Impact of Artificial Intelligence on Diplomacy and International Relations

Intriduction
The rapid integration of artificial intelligence (AI) technologies into governmental and diplomatic institutions represents one of the most consequential structural transformations in international relations since the advent of nuclear weapons. Despite the accelerating deployment of AI across foreign ministries, intelligence agencies, multilateral bodies, and defense establishments, the International Relations (IR) discipline has yet to produce a theoretically integrated and empirically grounded account of how AI is reshaping the fundamental logic and practice of statecraft. This article addresses that lacuna by developing a multi-theoretical analytical framework—drawing on realist power-transition theory, liberal institutionalism, and constructivism—to examine AI's transformative impact across five core domains: diplomatic communication, intelligence and decision support, autonomous weapons and deterrence stability, multilateral governance, and soft power competition. Employing structured comparative case analysis and process tracing across four empirical cases—the U.S.-China strategic technology rivalry, AI-assisted UN peacekeeping operations, Estonia's AI-enabled digital statecraft, and the Bletchley Declaration process—we identify a tripartite transformation: AI systematically intensifies information asymmetries between technologically advanced and less-advanced states; it reconfigures diplomatic agency by distributing decision-relevant assessments across human-machine ensembles in ways that generate novel accountability deficits; and it produces governance gaps that existing international institutions are structurally ill-equipped to address. We further argue that AI's penetration of diplomatic institutions introduces a structurally underappreciated risk: the erosion of deliberation—the reflective, intersubjective process through which diplomatic actors form, revise, and communicate shared understandings—thereby removing the friction that has historically served as a brake against crisis escalation. The article concludes with a policy framework encompassing institutional governance mandates for foreign ministries, a proposed standing International AI Governance Forum, deliberation-protection protocols for crisis management, and pathways for developing-state inclusion in AI governance architecture.

1. Introduction
The emergence of sophisticated artificial intelligence systems over the past decade has inaugurated a fundamental reconstitution of the informational, communicative, and cognitive infrastructure through which states conduct their relations with one another. What several scholars have characterized as a 'fourth industrial revolution' in global governance (Schwab, 2017; Dafoe, 2018) is not merely a technological transition but a structural one: AI does not simply provide states with new instruments for pursuing established goals but alters the conditions of possibility for statecraft itself. By enabling the processing of vastly larger information sets than any human analyst can manage, by generating behavioral predictions about adversaries and partners, and by automating elements of communication and policy drafting, AI is reconfiguring the epistemic basis on which diplomatic judgment has historically rested.
Yet, despite the acceleration of AI deployment across foreign ministries, intelligence agencies, multilateral bodies, and defense establishments, the field of International Relations has been comparatively slow to engage with AI as an independent variable of theoretical and empirical significance. Where attention has been paid, it has clustered around narrowly militarized concerns—autonomous weapons systems, cyber conflict, and surveillance technology—while systematically neglecting the subtler but equally consequential transformations AI is driving in diplomatic communication, multilateral negotiation, intelligence assessment, and the cognitive processes through which foreign policy decisions are made. This article seeks to address that gap.
The central research question guiding this analysis is: Through what mechanisms, and with what structural consequences, does AI reshape the fundamental practices and institutional logics of diplomacy and international statecraft? We argue that answering this question requires a genuinely multi-theoretical analytical framework, since AI's effects engage simultaneously the material dimensions emphasized by realism, the institutional dimensions central to liberal institutionalism, and the normative and epistemic dimensions foregrounded by constructivism. A mono-theoretical account would systematically occlude the dimensions its chosen framework is least equipped to illuminate.
The central argument of this article is threefold. First, AI is generating systemic information asymmetries between states investing heavily in these capabilities and those that are not, thereby reintroducing classical power-transition dynamics in a domain where the operative currency is epistemic rather than strictly material. Second, AI's penetration of diplomatic institutions is transforming the nature of diplomatic agency by distributing decision-relevant assessments across human-machine ensembles in ways that create accountability deficits and erode the deliberative norms that have historically served as friction against escalation. Third, the multilateral governance architecture currently being constructed around AI—piecemeal, primarily Western-led, and organizationally fragmented—is structurally inadequate to the scale of the challenge and risks entrenching rather than mitigating the inequalities it ostensibly seeks to address.
The article proceeds as follows. Section 2 establishes the theoretical framework, situating AI within and against existing IR theoretical traditions. Section 3 provides a systematic review of the emerging scholarship on AI and international relations, identifying principal contributions and residual gaps. Section 4 develops the substantive analytical discussion across five domains. Section 5 presents and analyzes four empirical cases. Section 6 evaluates the opportunities and challenges AI presents. Section 7 derives policy implications. Section 8 acknowledges the study's limitations. Section 9 concludes and identifies directions for future research.
Methodologically, this article employs a structured comparative case analysis, drawing on process tracing and cross-national comparison to identify causal mechanisms linking AI deployment to observed changes in diplomatic practice and interstate relations. Primary sources include governmental strategy documents, parliamentary and congressional testimony, official statements by international organizations, technical assessments from leading AI research institutions, and declassified intelligence reports. These are supplemented by a systematic review of peer-reviewed literature spanning International Relations, political science, computer science, and Science and Technology Studies (STS). While the article does not conduct original survey research or large-N quantitative analysis, the combination of process tracing with multiple case comparison provides analytical leverage sufficient to substantiate the causal claims advanced.
