After the collapse of the Soviet Union, the international system faced changes and passed through the bipolar stage, and the United States, which became the arena of the international power distribution structure, the position of the United States is such that, following Waltz, the world system is in a single state. It is polar, but even though it plays an important role in the international arena, not everything is in the hands of this country, and other powers have also entered the international arena, the relationship between the superpower and other powers is a factor that the nature of the system characterizes the international system, which Samuel Huntington calls a unipolar-multipolar system. In such a system, the hegemon has the upper hand in all dimensions, and other powers cannot directly confront the leading government. Therefore, medium powers such as Russia decided to seek balance and confront the United States. This research aims to explain Iran's position in Russia's balancing against the United States by using the descriptive-analytical method of Robert Pipe's theory of soft balance. Now the main question is Iran. What was Russia's position in soft balancing with the United States from 2002 to 2012? This research hypothesizes that considering the common threats and interests of both countries, Russia can cooperate with Iran to strengthen its military power (especially in the Syrian crisis) and create economic blocs and alliances such as the Shanghai Cooperation Organization, and increase the bargaining power at the level of the system.
